Why Arctic?
The Arctic is a region of immense opportunities and severe challenges. It is one of the fastest-warming regions on Earth if measured by all key indicators. If the Arctic climate change persists at the expected rates, it will affect the world’s ecosystems, economies, human health and well-being, international stability, as well as the progress in achieving the SDGs at global scale.

Tackling the effects of climate change in the region requires close coordination, collaboration and partnership with relevant Global governance efforts. Though the Arctic plays a crucial role in
regulating, stabilizing and transforming the Earth’s climate, as of today there is no Arctic Pavilion at COP, and the region is little covered by its outcomes. While main regional cooperation remains largely frozen, the cooperation on SDGs in the Arctic needs a global platform.

The Northern Forum aims at providing this platform, the Arctic Pavilion, for the outreach and collaboration at COP29 and develop it further in the framework of UNFCCC, revitalizing partnerships for sustainable development in the high north, with particular focus on the indigenous communities and youth engagement.

The acceleration of climate change is one of the most serious challenges for humanity. The role of the Arctic in the overall health of the planet is difficult to overstate. Global climate change leads to the thawing of permafrost. This results in the emission of gigatons of greenhouse gases into the atmosphere and neutralizes the benefits from efforts to reduce man-made emissions. There are also physical risks to the infrastructure and lives of indigenous peoples of the North. Yet the Arctic has unique potential to play a role in combatting climate change, primarily through natural climate solutions (NCS).

The Melnichenko Foundation considers NCS to be among the most important priorities in its activities and is engaged in their promotion within the framework of the global climate agenda. The Foundation advocates for the intensification of scientific research about the Arctic, including international research, an open global dialogue on the climate agenda being a fundamental element of success.

Who we are?
The Northern Forum was established on 8 November 1991 in Alaska, USA.

The mission of the Northern Forum is to improve the quality of life in the North and support regional sustainable development. The goals are to provide tools and opportunities for regional leaders in solving common problems, implementing joint socio-economic initiatives at the regional level, organizing events, ensuring active engagement in international forums and the implementation of projects of local and Global importance and supporting and enhancing active youth engagement.

The organization's development goal is to turn the Northern Forum into an effective, non-alternative structure for interregional and international cooperation of the regions of the North and the Arctic, which shapes world politics in this area and is an equal partner of international organizations with its own unique niche.

The Northern Forum has a status of Observer in the UNFCCC, the Arctic Council and is the only NGO for interregional cooperation in that role.

General Partner


The Melnichenko Foundation is the General Partner and Sponsor of the Arctic Pavilion.

The Foundation was established to support initiatives aimed at achieving the Sustainable Development Goals adopted by the United Nations and to implement educational projects in the regions of Russia. The Foundation supports gifted children in the field of exact sciences and develops a system of "social mobility" to support talented youth in the country’s regions.

Among the key priorities of the Foundation is the fight against climate change, including projects related to the unique Arctic ecosystem and the introduction of natural climate solutions for preserving permafrost. Towards this aim, the Foundation supports specialized scientific research and promotes global dialogue amongst scientists and thought leaders to find solutions.

Andrey Melnichenko is a leading Russian industrialist and philanthropist. Over the past 25 years, he has founded several companies that are global leaders in their sectors. The companies exemplify best practices in organizing production processes, reducing negative impact on the environment, and the highest international standards of management.

Youth Partner

BRICS Youth Energy Agency is a youth-led organization established to secure cooperation of young people from 10 BRICS countries and wider - Global South countries in the field of energy and climate change.

BRICS YEA actively works with young scientists and professionals on projects aimed at shaping a common vision for the future development of energy and natural resources. The flagship project is the BRICS Youth Energy Outlook, recognized by the Ministries of Energy of the BRICS countries, and reports addressing topical issues of the global agenda.

BRICS YEA also develops policy recommendations and drafts of intergovernmental regulatory documents within the framework of energy and climate cooperation mechanisms, including in partnership with UN Regional Economic Commissions (UNECE and UN ESCAP).

at COP29 Arctic Pavilion

We provide space for international organisations, think-tanks, NGOs, businesses, youth and indigenous communities to leverage their voices on climate and Arctic-related topics.

Do you have a topic or perspective that appeals to a global audience and that you would like to present on stage? We will distribute the pavilion's available program slots among the best Open Call applications.

You can submit an Open Call application between August 20 and September 20, 2024. Applicants will be notified by October 7, 2024. Possible late submissions will be looked into within the availability of open slots.
Good to know before
you apply for a side-event
The Arctic Pavilion is located in the Blue Zone. Please note that this area requires accreditation to gain access. For the issue of accreditation, please, contact: cop@northernforum.org. The Blue Zone is an UNFCCC-managed site that will host formal negotiations, panel discussions and events as well as the pavilion-area. We realize that the limited access to the Blue zone areas can be of a challenge when trying to arrange an event.
